When Will Montgomery County, Maryland Reopen?

Similar to steps being taken by local governments in the Washington metropolitan area and consistent with guidance from the Centers for Disease Control and Prevention, the Montgomery County Council approved the safe-at-home executive order from County Executive Elrich that continues requiring nonessential employees to stay at home and residents to continue to restrict nonessential trips. Outdoor activities that provide six feet of social distancing are encouraged. You can read the executive order here:

Sacramento is supposed to begin phase 2 of reopening on Thursday.  However, there still isn't any dates scheduled for opening of gyms and certain other business activities.

Good morning, Roy Kelley opening of communities should be at a very slow pace.... this virus is still with us and it could ramp up with a vengeance.... it's a killer to many older folks who are not fit....they are a target.... I'm fit and older and I don't wander into stores unless I absolutely need to.... and then I'm wrapped with armor like I'm going to war!

Increase in Utility-Related Scams During COVID-19 State of Emergency

There has been an uptick in phone utility scams these past few months. Does this sound familiar? “I’m calling from your utility. You were overcharged by your energy supplier and are entitled to a refund, Press 1.” “I’m calling (from your utility or utility program) about a 30% discount on your utility bill.” “To verify your identity, I need your account number.” Are you getting these calls several times a day? Are they insisting that you get your bill or account #? Do they get abusive if you don’t cooperate? These calls are scams. A utility will not call you about a refund or discounts. A licensed and reputable energy supplier MUST give you the name of the supplier, the license number, what they are calling about, and explain all the terms of an offer, including the price. In almost all cases, the company must send you a written contract and get your signature after the call. If the call sounds funny, do not give the caller your account or “Choice ID” number. Hang up if you get this type of call. If you are interested in retail energy supply offers, check out OPCs’s Supplier Fact Sheets and Price Comparison Charts at before you say “yes.” To report these scam calls, email DLInfo_OPC@maryland,gov with a date, phone #, and if you spoke with the caller, any identifying information - name of your utility, other company, the caller name, and if you can, briefly describe what was said. OPC is an independent agency that represents the interests of utility customers. OPC does not monitor this site or reply to posts. Please send any questions or information to OPC at

It seems like things are beginning to open up here as well.  I don't pay too much attention to it all, but last week I ate inside of a restaurant and this week my gym opened back up.

Hello Roy - it's a process here and it is slow.  I am thinking there will be some, maybe even many, that will not return.  To say the least, change is underway.

The process is slow but steady, with governments, local, state and federal needing to give guidance and be sensible, monitoring the re-opening to make sure we are going at the right pace to keep everyone safe and healthy.
