The City of Gaithersburg will be participating in a Free Rabies Clinic for cats and dogs on Sunday, July 19, 2009, from 10 a.m. to 11:30 a.m. at the Montgomery County Animal Shelter. There is no fee for the rabies vaccination; however, a City License must be purchased at the clinic.

DOES THE TRAILING SPOUSE HAVE A JOB?

Some relocation home buyers will be facing more difficult underwriting rules when they apply for mortgage financing for their new homes. In the past, Fannie would allow lenders to count the income of the trailing spouse when considering the income to qualify for new financing. A trailing spouse is one that follows his or her spouse or partner in a job related move to a new location.

Now Fannie Mae has new restrictions on the consideration of trailing spouse income. The trailing spouse may need a new position as well. If the income of the primary borrower is not enough to qualify, this can cause the loan application to be rejected if the trailing spouse can not document the additional income that is needed for qualification.

Some relocation employees may turn down opportunities if they will be unable to purchase homes at the new job location.  

The rules at Freddie Mac are different but still strict. Relocation buyers should seek early pre-approval for mortgage financing as part of their decision making process.

Highly regarded for hosting over 350 biotechnological industries and dozens of high profiled universities, Maryland is known for being a life science hub. The state also is known for an eclectic mix of rural, suburban and new housing communities which attracts many new potential home buyers.

Regarded as one of the great American traditions, the journey to purchasing a home is one of ups, downs and happiness. Having the assistance of a reliable and experienced Maryland real estate agent will make this process smooth and easy.

Many homes built prior to 1980 may still contain obsolete building materials such as asbestos.

Often appearing in roof shingles, popcorn ceilings, piping and insulation, asbestos became one of the most popular building applications of the 20th century. Due to its flame resistant and highly durable qualities, asbestos was the ideal form of insulation for many industries.

One of the main things that can go unnoticed is taking simple precautions to avoid asbestos exposure. This should not make you jump out of your chair because asbestos exposure is easily avoidable by taking simple precautions. The green movement has allowed for man insulation alternatives which provide healthy, sustainable and more eco-friendly methods of insulation.

Asbestos Tips

If you locate any suspected asbestos in the home, most experts suggest leaving it un-disturbed until a home inspector can examine your property, take evaluations and determine the safest course of action. Sometimes the best action is no action at all. Disturbing asbestos in good condition may cause its fibers to be released into the air.

Long term exposure to damaged airborne asbestos fibers can lead to the development of a severe lung ailment known as malignant mesothelioma. Due to a latency period that can last 20 to 50 years, mesothelioma diagnosis is truly a difficult task for physicians.

Removal of asbestos in public facilities, workplaces and homes should be performed by licensed abatement contractors as long as the National Emissions Standards for Hazardous Air Pollutants (NESHAP) are not violated.

GREENER & Healthier

If asbestos is removed, green forms of insulation should be used as replacements. These include the use implementation of recycled building materials such as lcynene foam, cotton fiber and cellulose. These alternatives not only allow for a healthy and safe home, but can bring down annual energy costs by 25 percent annually.

Cotton fiber is also becoming a favorite insulation method.  Made from recycled batted material, it is then treated to be fireproof. Water based spray polyurethane foam, lcynene, is a healthy insulation which contains no toxic components.

Recently, congress passed an economic stimulus package that promotes energy efficiency for home and business owners. The American Recover and Reinvestment Tax Act of 2009 includes incentives for upgrading to more eco-friendly/sustainable methods of energy and insulation.

The Department of Energy concluded that cooling and heating counts for up to 50-70 percent of all energy used in the average home in the U.S. In today's state, this philosophy can also save natural resources.

FHA APPRAISAL ISSUES

FHA financing has again become a very popular form of mortgage financing and it is important for borrowers and their buyer agents to be familiar with the procedures.

Termites - A termite report is no longer required for FHA loans. However, if evidence of termites is visible, a termite report may be requested. The termite report would have to show no evidence of termites or evidence of a termite treatment should be provided to the lender. If repairs are needed, a licensed contractor would have to correct the damage. As a practical issue, since termite inspections are inexpensive, we recommend termite reports on all properties. Agents should make every effort to disclose the condition of the property to the buyer.

Mold - Mold has become a major issue and is found in many vacant properties. Mold is a common issue to be found in lender owned foreclosures (REO). With little air flow and lack of temperature control, and frequent evidence of dampness, many vacant homes end up with mold and mold remediation is necessary. If there is any evidence of mold, FHA will require a remediation certificate from a contractor. Removing mold can be a very expensive process. Due to health concerns, buyers should be made fully aware of the dangers of mold. Some of our buyer agents provide face masks for prospective buyers that are viewing vacant properties.

Leaking Roofs or Basements - If there is evidence of water damage on ceiling, walls or floors, FHA may require a roof certification that the roof if free from leaks. Basements that have evidence of leaks will need water proofing certifications from a contractor. Home buyers and their agents should anticipate these requirements when they see evidence of leaks. If they do not see the evidence, it should be discovered by the home inspector.

Health or Safety Issues - This is a very broad category. Missing steps or railings, rotted wood, broken windows, and peeling paint will need correction. Minor cosmetic issues such and old paint should not be a problem.

The buyer agent should recognize all of these issues and bring them to the attention of their home buyer clients. When properties are being sold in "as-is" condition such as short sales and REO properties, there may be no seller assistance in making the corrections. In some cases, the home buyer will need to use renovation financing to meet the FHA requirements. The Streamlined FHA 203(k) program can cover up to $35,000 in repairs and improvements. If a larger amount is needed, the regular 203(k) financing is available.

When buyers are seeking the bargains to be found in the inventory of lender owned foreclosures, it is a good idea for them to have a good understanding of renovation financing before they go out on the home search. If the buyers do not wish to use renovation financing, they should not be submitting contracts on properties that will have that need.

INTEREST RATES:  Interest rates are getting higher but are still in a very attractive range. When you combine the low rates with the large selection of homes, it makes a perfect situation for prospective home buyers. Many buyers are now using FHA financing which has a low cash requirement (3.5%).

HOME INSPECTIONS:  We always recommend home inspections to make sure that buyers are aware of the physical condition of the property under contract. One of the frequent issues during the winter is water leaks due to frozen pipes in vacant homes.

BUYER AGENTS FOR REO PURCHASES:  Always use an exclusive buyer agent to represent your interests when you purchase a home.
